This transformation is not just about adopting new technologies; it also involves a strategic shift in how government institutions communicate internally and externally.
A critical component of this shift is the mandated use of official government email domains, which enhances security, accountability, and professionalism in governmental communications.
The Importance of Official Government Emails
In November 2022, the Minister of Communications and Digitalization, Ursula Owusu-Ekuful, announced a directive prohibiting the use of personal email accounts for official government business (GNA, 2022).
This policy aims to mitigate security risks associated with private email services, which can be vulnerable to breaches and unauthorized access. The minister emphasized that all official communications must be done through government-sanctioned email domains, specifically those ending in .gov.gh.
This initiative is part of a broader strategy to ensure that sensitive governmental information remains secure and that communication channels are reliable and traceable.
Government Initiatives Supporting Digital Transformation under Domain Use
The Ghanaian government has launched several initiatives aimed at enhancing its digital infrastructure:
- Digital Public Services: The Ghana.gov platform serves as a centralized hub for accessing various government services online, significantly improving efficiency and transparency in public service delivery.

- Rural Telephony and Digital Inclusion Project: Aimed at expanding internet access to underserved communities, this initiative seeks to bridge the digital divide between urban and rural areas by constructing cell sites across the country.
- Ghana’s Ministry of Health: The Ministry has adopted the .gov.gh domain for all its communications, ensuring that health-related information disseminated during crises such as the COVID-19 pandemic comes from verified sources. This practice has helped build public trust and ensure that citizens receive accurate information.
- Public Sector Training Programs: The government has initiated training programs for public sector employees to familiarize them with the new Smart Workplace platform developed in partnership with Microsoft and E-Solutions. .gov.gh: Reserved exclusively for government ministries, departments, and agencies (MDAs). This domain ensures that all official communications originate from verified governmental sources.
.edu.gh: Used by educational institutions in Ghana, this domain supports universities and colleges in establishing their online presence while ensuring that academic communications are credible.
.mil.gh: Specifically designated for military and defense departments, this domain underscores the importance of secure communications within national defense operations.

- Digital Divide & Limited Resources: There is still a considerable gap between urban and rural areas regarding access to technology resources and reliable internet connectivity. Continued efforts are necessary to ensure equitable access to digital services within government agencies.
- Cybersecurity Threats: As more services move online, robust cybersecurity measures are essential to protect sensitive data from breaches. Some agencies fear the use of such online services due to threats and online security threats and this has been challenging.
- Resistance to Change: Some public sector employees may be hesitant to adopt new technologies or change established practices. Continuous training and leadership support are vital for overcoming this resistance.
