In Ghana, the high youth unemployment rate poses a major challenge, with 2021 Population and Housing Census data showing that nearly one in five young people (19.7%) are jobless.

The situation is even graver for those aged 15-24, with an unemployment rate of 32.8%, and young women bearing the brunt at 15.5% unemployment compared to 11.6% for young men.



Many young people face distinct challenges as they transition from education to employment, increasing their vulnerability to long-term joblessness (Oosterom & Yeboah, 2022; Nilsson, 2019). Often, they lack critical job-ready skills, as well as the experience and career guidance needed to navigate the job market (Avura & Ulzen-Appiah, 2016).

Recognizing the gravity of youth unemployment, John Mahama’s 2024 manifesto introduces the Digital Jobs Initiative, a forward-looking response aimed at equipping young Ghanaians with relevant digital skills, fostering entrepreneurship, and creating sustainable job opportunities.

Through a $3 billion investment and collaboration with the private sector, this initiative seeks to bridge the skills gap and build a resilient economy for Ghana’s youth, empowering them to meet the demands of an increasingly digital workforce.

.Empowering a New Generation with the One Million Coders Programme

A cornerstone of the Digital Jobs Initiative is the One Million Coders Programme, a training scheme designed to provide one million young Ghanaians with in-demand digital skills, from coding to web development, and software engineering. By building these skills, this initiative enables a new generation of young people to compete in the global digital job market.

The program’s nationwide focus ensures inclusivity and is set to open pathways for employment in tech fields that are not limited by geographic constraints, such as remote software engineering and freelance digital roles. This ambitious skill-building endeavour is designed to address both immediate job needs and create a pool of talent capable of supporting Ghana’s digital economy.

Regional Digital Centres: Fuelling Job Growth and Regional Inclusion

To further decentralize digital job opportunities, the Regional Digital Centres will expand upon the successful Accra Digital Centre model. These centres are intended to promote Business Process Outsourcing (BPO) and Knowledge Process Outsourcing (KPO) in regions outside Accra, fostering local economic growth while providing quality job opportunities in customer support, data processing, and other outsourcing fields.

The regional approach will help spread economic benefits and job creation across Ghana’s regions, mitigating urban migration and reducing unemployment disparities. By opening up access to jobs in digital services, BPO, and KPO industries, the initiative is a game-changer for youth in rural areas, offering them attractive, location-based job opportunities that were previously out of reach.

FinTech Growth Fund: Boosting Digital Innovation and Entrepreneurship

At the core of the Digital Jobs Initiative is a commitment to fostering entrepreneurship within Ghana’s burgeoning tech landscape. The $50 Million FinTech Growth Fund will support digital entrepreneurs, startups, and indigenous FinTech companies, providing seed capital, mentorship, and business incubation services. This fund is strategically positioned to stimulate innovation in digital finance, fostering an environment where young tech entrepreneurs can develop solutions that respond to Ghana’s unique financial needs, thereby contributing to job creation and economic diversity.

Empowering young Ghanaians to lead in FinTech positions the country as a regional leader in financial technology while addressing a crucial need for financial inclusion. These startups are expected to improve accessibility to banking and financial services for the unbanked, creating jobs and boosting economic participation across a broad spectrum of Ghana’s population. Additionally, the fund promotes self-employment and innovation among youth, allowing them to tackle real-world challenges while building resilient, scalable businesses.

Zonal ICT Parks: Establishing Ghana as a Continental Innovation Hub

Another significant pillar of Mahama’s manifesto is the establishment of Zonal ICT Parks, which will strengthen Ghana’s status as a leading tech and innovation hub in Africa. These ICT parks, modelled on global technology parks, will support emerging fields like artificial intelligence (AI), cybersecurity, and advanced software engineering, while serving as incubation hubs for innovation.

By revamping existing ICT parks like Dawa into centres of excellence, the initiative sets a strong foundation for Ghana’s leadership in the African digital landscape. These parks will provide young Ghanaians with access to cutting-edge resources, mentorship, and training facilities, allowing them to thrive in the competitive fields of AI, cybersecurity, and tech-driven solutions. They also serve as employment hubs, creating opportunities for high-paying jobs in tech and research roles that are foundational to Ghana’s future digital economy.
