Fin minister reaffirms commitment to quality expenditure

The Minister of Finance, Dr. Cassiel Ato Baah Forson, has stressed government’s dedication to prudent financial management – prioritising the quality of expenditure as a  national fiscal policy cornerstone.

During a visit to the Controller and Accountant General’s Department (CAGD), Dr. Forson clarified the Ministry of Finance’s exclusive role in determining expenditure priorities.



“The quality of expenditure lies with the Ministry of Finance. Your role is to review and execute payments in line with the law. However, decisions on the nature and direction of expenditure remain our responsibility,” he stated.

The minister noted a need to focus on transformative, inclusive-growth-driven expenditures in budget planning. “Our budget will prioritise impactful initiatives while ensuring the value of work is not overlooked.”

Dr. Forson also addressed concerns over delays in smaller but critical payments such as examination grants and capitation funds, urging the CAGD to ensure timely disbursements.

“Big-ticket expenditures are important, but smaller payments must not be neglected. Let’s ensure a balanced approach that protects the vulnerable while managing major expenses,” he said.

The minister assured the CAGD of continued collaboration and public engagement, particularly on disbursements by entities like the Northern Development Authority. “We are committed to accountability and inclusiveness, which will guide our actions.”

He underscored the importance of coordination between revenue-generating agencies like Ghana Revenue Authority (GRA) and expenditure management entities such as the CAGD.

“Fiscal challenges often arise from revenue-expenditure mismatches. Collaboration between these agencies is crucial for sustainable economic growth,” he explained.

This meeting follows an initial one with the Ghana Revenue Authority (GRA), where the minister tasked GRA to exceed its 2025 target to help government reduce its borrowing.

CAGD reaffirms transparency and accountability conformity

The Controller and Accountant-General, Kwasi Agyei, expressed gratitude to the minister for his leadership and reiterated the department’s commitment to transparency.

“Our mandate under the Public Financial Management Act is to ensure proper management of public funds,” he said.

Mr. Agyei highlighted efforts to enhance financial systems through the Integrated Financial Systems and Treasury (IFSAT) platform, while acknowledging the need for upgrades to meet emerging demands. He warned against complacency in maintaining public trust.

“A loss of confidence in our financial systems would have dire consequences. We must act to sustain transparency and accountability,” he cautioned.

Prioritising payments amid constraints

Addressing revenue constraints, the Controller detailed the department’s payment prioritisation strategy.

“Essential payments, such as those for national security and emergencies, take precedence. Programmes like Free SHS and school feeding are also prioritised to meet beneficiaries’ needs,” he noted.

Mr. Agyei stressed the importance of addressing smaller payments promptly. “We ensure individuals do not endure delays for minor payments, while larger disbursements follow a phased approach to ensure fairness.”

He assured the minister of his department’s unwavering support in achieving government’s fiscal objectives: “Together, we can strengthen financial management and build a resilient economy for Ghana”.
