In today’s rapidly changing world, the demand for accessible, efficient, and round-the-clock healthcare services has never been more pressing. As a nation striving for development, Ghana must ensure that its health sector evolves to meet these demands.

The concept of a 24-hour economy, already successful in various global sectors, can significantly transform our health sector, ensuring that every Ghanaian, regardless of the time of day, has access to quality healthcare.



As part of my vision for Ghana, I propose the implementation of a 24-hour economy in the health sector—a strategic move aimed at enhancing accessibility, optimizing resources, creating jobs, and ultimately improving the well-being of our citizens.

Enhancing Accessibility and Patient Outcomes

The primary objective of transitioning to a 24-hour health sector is to enhance accessibility to healthcare services. By implementing a 24-hour model, we can ensure that healthcare facilities operate round-the-clock, reducing patient wait times and improving emergency response.

No longer will patients have to delay seeking medical attention due to limited-service hours. This model will allow hospitals and clinics to manage patient inflow more efficiently, ensuring that no patient is left unattended during peak hours. By providing continuous care, we can also improve patient outcomes, as timely medical intervention often makes the difference between life and death.

Optimizing Healthcare Resources and Infrastructure

Transitioning to a 24-hour health sector will also optimize the utilization of our healthcare resources and infrastructure.

Hospitals and clinics will operate at full capacity throughout the day, reducing the strain on facilities during peak hours and ensuring that resources such as medical equipment and hospital beds are used efficiently.

This approach will help to reduce congestion in healthcare facilities, leading to better service delivery and overall patient satisfaction.

To support this transition, it is essential to upgrade our health facilities, ensuring that they are equipped to handle 24-hour operations. This includes providing adequate lighting, security, and emergency power supplies.

Additionally, we must expand our emergency services by increasing the number of 24-hour emergency care centres and ambulance services across the country. These facilities must be equipped with the necessary medical equipment, including diagnostic tools and life-support systems, to provide comprehensive care at all hours.

Creating Jobs and Reducing Brain Drain

One of the most significant benefits of a 24-hour health sector economy is job creation. The shift system required for round-the-clock operations will create additional shifts and positions, providing employment opportunities for many qualified healthcare professionals currently unemployed or underemployed.

This includes doctors, nurses, technicians, pharmacists, and various support staff such as administrative personnel, maintenance workers, and security personnel. Furthermore, ancillary services such as laboratory technicians, radiologists, and pathologists will also see increased demand, creating further job opportunities.

How the 3-Shift System Works

To support continuous operations in the health sector, we will implement a well-designed 3-shift system that ensures healthcare professionals can provide quality care without experiencing burnout. Here’s how it works:

  1. Morning Shift (7:00 AM – 3:00 PM): This shift will cover the early hours when many patients seek routine consultations, diagnostic services, and elective procedures. It will be staffed by a full complement of doctors, nurses, technicians, and support staff to handle the bulk of daily activities.
  2. Afternoon Shift (3:00 PM – 11:00 PM): The afternoon shift will ensure that the flow of medical services continues seamlessly into the evening. This shift will handle the ongoing management of patients admitted earlier in the day, along with any new cases that come in. Emergency services will remain fully operational during this period.
  3. Night Shift (11:00 PM – 7:00 AM): The night shift is crucial for handling emergencies and providing continuous care for inpatients. Staff working this shift will include doctors, nurses, and emergency personnel trained to deal with critical situations that may arise overnight. Given the challenges of night work, special incentives and compensation will be offered to maintain staff morale and ensure high-quality care.

By implementing this 3-shift system, we will not only provide continuous care but also create a significant number of job opportunities across all healthcare roles. This model ensures that our healthcare professionals are well-rested and capable of delivering the best possible care at all times.

By creating more jobs within the country, we can reduce the brain drain that has plagued our healthcare sector for years. Many of our talented healthcare professionals have left Ghana in search of better opportunities abroad. By providing ample job opportunities and competitive compensation within our borders, we can retain our skilled workforce, ensuring that they contribute to the development of our nation’s healthcare system.

Leveraging Technology for Enhanced Service Delivery

The implementation of a 24-hour economy in the health sector will also require the integration of technology to enhance service delivery. Health information systems must be implemented to streamline patient data management, facilitating continuity of care across shifts. Additionally, telemedicine services should be introduced to provide remote consultations and continuous monitoring for patients, ensuring that medical care is accessible even during non-peak hours.

Digitalizing patient records through e-health systems will enable seamless information sharing among healthcare providers, ensuring that patients receive consistent and accurate care regardless of the time of day. This technological integration will not only improve service delivery but also enhance the overall efficiency of our healthcare system.

Overcoming Challenges and Ensuring Security

While the transition to a 24-hour health sector economy presents numerous benefits, it is not without challenges. Resource constraints, staff fatigue, and security concerns are some of the issues that must be addressed. To overcome these challenges, a phased implementation approach is recommended, starting with pilot programs in select hospitals and clinics to assess feasibility and identify potential obstacles.

To mitigate staff fatigue, a well-designed shift system must be developed, ensuring that healthcare professionals have adequate rest periods. Additionally, incentives and appropriate compensation should be provided for those working night shifts to maintain morale and performance.

Security is another critical aspect of this transition. Enhancing security measures in and around health facilities operating 24/7 is essential to ensure the safety of both healthcare workers and patients. This includes hiring additional security personnel, installing surveillance systems, and collaborating with local law enforcement agencies to create a safe environment for all.

The implementation of a 24-hour economy in the health sector is a bold and necessary step toward enhancing healthcare accessibility and efficiency in Ghana. With careful planning, adequate resources, and strong community support, this initiative can significantly improve health outcomes, create jobs, reduce brain drain, and contribute to the overall economic development of our country.
