In a special address on Canada Day 2023, Martine Moreau, High Commissioner of Canada, highlighted the significant relationship between the two countries, emphasising shared values, partnerships and a commitment to gender equality. Notable guests including the Honourable Lariba Zuweira Abudu, Minister for Gender, Children and Social Protection, and representatives from various nations attended the event.

High Commissioner Moreau acknowledged the strong bond between Canada and Ghana, with many Ghanaians having personal connections to Canada through family, friends, education and work. She also recognised the success of Ghanaian alumni from Canadian learning institutions, who continue contributing to Ghana’s economic, political and social development.

Moreau emphasised the historical significance of Canada Day, which commemorates Canada’s Confederation on July 1st 1867. She also acknowledged the enduring presence and contributions of Canada’s First Nations, emphasising the unity of Canadians from diverse backgrounds in celebrating the nation’s values, principles and democratic freedoms.



Expressing gratitude, Moreau thanked the nations that had sent specialist personnel to assist Canada in battling numerous active forest fires across the country. She highlighted the devastating impact of those fires on local communities, wildlife and air quality, commending the international support received.

As the Guest of Honour, Minister Lariba Zuweira Abudu represented the shared commitment of Canada and Ghana in advancing the rights of women and girls. Moreau emphasised the countries’ joint efforts toward gender equality, women’s economic empowerment and the meaningful participation of women and girls in all aspects of society. She cited the effectiveness of these endeavours in driving economic growth and sustainable development.

Highlighting the longstanding partnership between Canada and Ghana, Moreau mentioned Canada’s significant development assistance of over 2.5 billion dollars to Ghana. The collaboration focuses on promoting economic growth; improving health, sanitation and agricultural systems; addressing climate change; and supporting Ghana’s evolving priorities. She emphasised the importance of inclusive governance, democracy, human rights and empowerment of women and youth.

Recognising the need for strong partnerships, Moreau highlighted Canada and Ghana’s shared objectives in support of peace, democracy and a rules-based international order. Notable areas of collaboration include technical assistance, training, cooperation and the Women, Peace and Security agenda. She commended Ghana’s Immigration Service and other law enforcement partners for their efforts to enhance border security.

Moreau expressed Canada’s commitment to protecting human rights and the dignity of vulnerable populations worldwide. She emphasised Canada’s aspiration to secure a seat on the UN Human Rights Council for the 2028-30 term, reaffirming the country’s dedication to fostering cooperation and alliances in safeguarding human rights.

Recognising the economic potential of Africa, Moreau mentioned the significant increase in trade between Canada and Africa, surpassing 15 billion dollars last year. She highlighted Ghana’s position as Canada’s fourth-largest trading partner in sub-Saharan Africa, and expressed optimism about expanding trade and investment; particularly in sectors such as clean technologies, energy, mining, education and professional services. Moreau praised efforts of the Canada-Ghana Chamber of Commerce in fostering business partnerships between the two countries.

Minister Lariba Zuweira Abudu expressed gratitude for the invitation to Canada Day celebrations, and praised the longstanding partnership between Canada and Ghana. She acknowledged Canada’s global leadership in promoting peace, security and sustainable development, aligning with Ghana’s own aspirations. The minister commended Canada’s efforts in advancing gender equality, climate action and inclusive growth, recognising the profound impact these initiatives have had on the lives of people in both countries. She emphasised the importance of collaboration and Ghana’s commitment to working together with Canada to achieve even greater results.

Highlighting Canada’s exemplary track record in championing human rights, gender equality, children’s rights and social protection, Minister Abudu expressed appreciation for Canada’s knowledge-sharing initiatives and technical support, which have helped Ghana enhance its policies and programmes in these crucial areas.

Regarding peace and security, the minister emphasised the close collaboration between Ghana and Canada in various initiatives, including their significant contributions to United Nations peacekeeping missions. She pointed out that Ghana proudly hosts the Kofi Annan International Peacekeeping Training Centre, which has received support and cooperation from Canada. The minister emphasised the renowned and crucial nature of joint efforts in promoting peace and security for the well-being of both nations and the world at large.

As the event concluded, attendees celebrated the strong and multifaceted relationship between Canada and Ghana, recognising the shared values, mutual respect and common goals which continue to strengthen the bond between the two nations.
