EU, partners intensify green, digital & inclusive private sector support

The European Union (EU) – in partnership with other European development actors and government – has launched a four-year programme to promote a greener, more digital and inclusive private sector in Ghana.

The initiative, launched in Accra, aims at bringing together public and private sector stakeholders to drive sustainable growth, expand digital innovation and strengthen opportunities for businesses across the country.

The project, dubbed ‘Green, Digital and Inclusive Private Sector Development (GDI PSD)’, is jointly financed by the EU, the Netherlands and France.

This initiative is led by the Ministry of Trade, Agribusiness and Industry (MOTAI) and implemented by the Netherlands Enterprise Agency (RVO), Expertise France and the United Nations Capital Development Fund (UNCDF).

The project focuses on key growth sectors including the creative and heritage industries, healthcare and pharmaceuticals, with an emphasis on sustainability, digital transformation and inclusive economic growth.

EU Ambassador to Ghana Rune Skinnebach, in his remarks, highlighted that this project underscores the strong partnership between Ghana and the EU and their shared commitment to sustainable development.

“A green and digital transition is essential for Ghana’s long-term economic growth. This project is designed to support entrepreneurs, improve access to finance and strengthen the business environment so that innovation and inclusion can thrive,” Mr. Skinnebach said.

The GDI PSD project is structured around three core objectives: expanding access to innovative and inclusive finance for green, digital and circular initiatives; improving the regulatory and business environment to support sustainable enterprises; and strengthening the capacity of entrepreneurs to adopt green and digital technologies.

Although the project was initially introduced at the EU-Ghana Business Forum in May 2025, full implementation began later in that year.

The private sector roundtable event brought together key business leaders and entrepreneurs to discuss the project’s objectives, explore synergies with existing initiatives and identify opportunities for collaboration.

This initiative is being implemented under the ‘Team Europe’ approach, which promotes equal partnership between Ghana and the EU, strong local ownership and coordinated action among development partners.

Expertise France is providing technical assistance to strengthen institutions and policy frameworks, RVO is fostering innovation and private sector participation, while UNCDF is supporting inclusive financing models.

UNCDF’s role includes deploying risk-absorbing instruments to unlock domestic finance and private investment, particularly for small- and medium-sized enterprises.

Through the GDI PSD project, the EU and its partners aim to build a more resilient, competitive and inclusive private sector that delivers sustainable growth and job creation across Ghana.
