On behalf of the Chinese Embassy, I would like to thank you all for joining us at this celebration of the 70th anniversary of the founding of the People’s Republic of China.
Seventy years could be a lifetime for a man. It can also be a flash of moment in history. For China, we have witnessed earthshaking transformation from standing up, growing rich to becoming strong in the past seventy years.
Seventy years ago, Chairman Mao Zedong announced to the world the founding of the new China. It marks that the Chinese people has stood up. However, the country was still in a state of poverty and dire need. The Per Capita GDP was only twenty seven dollars at that time then. Indeed, we start from scratch, but the seeds of striving to be strong had been planted for a long time.
To this end, the Communist Party of China, committing itself to the original aspiration and mission of seeking happiness for the Chinese people and rejuvenation for the Chinese nation, led the Chinese people on achieving the magnificent feat of building our motherland.
There is a success called China’s miracle. From 1952 to 2018, during the 66 years, China’s GDP had an average annual growth rate of 8.1%. In the same time, China’s fiscal revenue had an average annual growth of 12.5%. In the past decades, 700 million Chinese people has been lift out poverty.
This is a greatest achievement in human history by any definition. We have become the second largest economy in the world. I don’t think it is necessary for me to elaborate on the China’s economy success.
There is kind of greatness called China’s technology. This hi-tech here is not only referring to the China’s Lunar Exploration program and spacecraft, Beidou Navigation Network, and etc, but also the quality of China’s development. In the early years since the founding of new China, many countries looked down upon us. They mocked China. They said that China could only produce tables and chairs. But after 70 years, China now possesses all the industrial categories in the United Nations industrial classification.
The outputs of more than 200 industrial products rank first in the world, including the world-leading high-precision chip, nuclear technology and high speed train. Besides, it is no longer a dream to download movies within seconds as the 5G network has been launched for commercial service in China.
However, the most laudable achievement is Chinese government’s delivery. During the 70 years, we made steady progress in ensuring people’s access to affordable childcare, education, employment, medical services, elderly care, housing, and social assistance. In the past 70 years, China’s per capita disposable income increased about 500 times. Many people asked me how could the CPC stay in power for a long time.
In my view, it is the people’s choice. In the past 70 years, the Chinese people’s life has been transforming from penniless to be well off, and then to a moderate prosperity. Against this background, we are building up a society that everyone in China could enjoy a good, fair and happy life. The CPC has been leading the Chinese people to a better life with dignity. This is the answer to the question.
I believe that most of you are concerning about Hong Kong. Since Hong Kong returned to the motherland in 1997, Hong Kong’s economy continues to grow steadily and its GDP today nearly doubles the figure in 1996. Hong Kong’s position as the world centre for finance, trade and shipping has been consolidated.
The practice of 22 years has proved that “One Country, Two Systems” is the best institutional arrangement to maintain long-term prosperity and stability in Hong Kong. However, some people are not happy with that. Foreign forces have been publicly creating disturbances in Hong Kong.
They are targeting to undermine the “One Country, Two Systems” and even China’s development. We have confidence that the Hong Kong SAR government has the capability to handle Hong Kong affairs properly.
Ladies and Gentlemen:
When the world is cheering for China, China is also contributing to the world. President Xi Jinping pointed out that, I quote, “China today is more than the country itself; it is very much a part of Asia and the world. In the time to come, China will open its arms wider to embrace the world and contribute the dynamic achievements of Chinese civilization to a better world in the future.” unquote. As always, China will continuously share its development dividends with other countries. The Belt and Road Initiative is one of the major international public goods provided by China.
The Belt and Road is the belt of hope and the road of mutual benefit. Benefiting from this initiative, Africa is not the one that used to be. Many new roads are under construction in African countries. Many new railways are connecting different regions in this continent.
In addition to the infrastructure, we are also helping Africa to achieving industrialization and transforming from the supplier of primary products to the hub of making industrial goods. I do believe that what we China could do, the Africa countries could also do.
When it comes to Ghana, we have every reason to be proud of Ghana’s achievements. According to IMF, Ghana will become the fastest growing economy in the world this year. Not long ago, Ghana was selected to host the secretariat of the new African Continental Free Trade Agreement (AfCFTA). What an impressed progress has Ghana made!
In the mean time, we are so proud of the China-Ghana relations. In terms of the China-Ghana cooperative projects, from hospitals to schools and universities, from 11 fishing ports to one thousand boreholes, from various manufacturing factories to major power plants, from scholarships to the airlines and aviation industry, there are so many.
It may take me several days to list them out one by one. To save time, I just want to say, first, China is the biggest trading partner with Ghana. Second, China is the biggest investor to Ghana. Third, China is the biggest provider of human resource training to Ghana, ranking the first in terms of trainees and scholarships. For example, my visa section has issued 1500 students visas to Ghanaian people this year only.
Among them, the 310 are full scholarships provided by Chinese government. One year but with 310 full scholarships, this is really something I am very proud of as the Ambassador. Forth, the Chinese companies has employed about 50 thousands local people. In term of job creation, that is a great contribution and tops among other development partners.
I’d like to share with you that China’s support to Ghana is sincere, mutually beneficial and without any strings attached. It is a win-win situation. Currently, China-Ghana relations are at their best in history. During H.E. President Akufo-Addo’s state visit to China last September, H.E. Xi Jinping, the President of China indicated that, China will continue to enhance the support to Ghana and help Ghana realizing the ambition of “Ghana Beyond Aid” as soon as possible. I believe that, with the great effort of Ghanaian people, and with the support of international development partners including China, Ghana will surely make it beyond aid before long.
Ladies and Gentlemen:
This year marks the 70th Anniversary of the founding of the People’s Republic of China. Next year will be the 60th Anniversary of China-Ghana diplomatic relations. China and Ghana are standing at a new historical starting point and marching toward the common goal of development.
There is a Chinese saying: I quote, “When brothers are of the same mind, they have the power to cut through metal.” unquote. In the face of the complicated international situation, as long as China and Ghana stay together, we will surely overcome the difficulties and obstacles on the way ahead and realize the common development aspirations of the two peoples. With the concerted efforts of our two countries, I do believe that China-Ghana relation will become stronger and closer.
